Addressing the conference, the Minister Pham Thi Hai emphasized: safety, occupational health, care for the improvement of working conditions, employee health protection are major socio-economic policies ofParty and State, is an important task in the strategy of socio-economic development of the country. This work over the years has been the ministries, branches and People's Committees at all levels interested in directing and businesses, labor organizations and agencies actively implemented. So, have significant limitations accidents and incidents in production, contributing to social stability and economic development of the country.
However, the situation of occupational accidents and BNN still more complicated, so the Minister asked the Conference to evaluate seriously, the overall legal system, the deployment of the text, the law on OSH to contribute to improving the environment, working conditions, reduction of occupational accidents and BNN. At the same time contribute to the development of OSH laws as well as documents detailing and guiding the implementation of a practical, feasible and consistent with the political, social and economic in Vietnam.
At the meeting, Deputy Minister Bui Hong Linh said: In the past 18 years (from 1995 to 2012) the Government has issued many documents shall detail and guide the implementation of the regime on labor protection, labor safety; working time, rest time; ... The State management agencies also conducting a review of the content on OSH in hundreds of legal documents. On that basis, supplement or modify the content of Labour Protection Ordinance, building content for OSH in the Labor Law in 1994 and amended and supplemented the contents of this field in the Labor Law 2002, 2006 and 2012. In particular, the OSH Act have been included in the National Assembly's legislative program term XIII key (projected through 2014). The system of legal documents issued has contributed to strengthening the direction and guidance to ensure enforcement regimes and policies on labor protection for employees in accordance with the new situation.
Since the implementation of the Labor Protection Ordinance 1991 and the Labor Law in 1994, the general businesses, manufacturing facilities, business transformation and attention given to the situation of OSH, health care employees as: strengthening the organizations working on labor protection; construction OSH regulations; plans and measures to ensure labor safety and fire safety; implementation modes means of personal protection equipment ; allowances in kind; periodic health examination; examination for detection and treatment of occupational diseases; implement training mode installation of the ventilation system, gas toxic, anti-heat, noise; frequency .... rates of occupational accidents in a few years off, but not stable and clearly, the rate of fatal occupational accidents and deaths due to occupational accidents in the period 2006 - 2011 is lower than the average rate of the period 1995 - 2005 , but also had many cases of occupational accidents causing serious damage to people and property.
